How to Appeal Your Property Reassessment

Each county in Missouri establishes the value (assessment) of real property within it's county for the purposes of calculating property taxes for that property, however it is done within guidelines set forth by state law.  Appeals, or challenges of, the property tax assessment by a property owner who feels the reassessment for their property is not accurate, begins at the county level where the property is located.  Again, like the assessment itself, the appeal process is contained within state lawa and, if you cannot receive a satisfactory result from the appeal to the county then you end up taking your appeal to the state level, so there is some uniformity among the counties in Missouri as to the appeal process itself.  However, the procedures, as well as deadlines, vary by county, so it is important to check the information for the county where your property is located for the procedure, forms necessary and deadlines for property tax appeals within that county.  

Below, we have information on the property tax appeal process for the counties within the St Louis area.  This information is being provided as general information and, while we believe it to be accurate, it is important you verify all the information directly with the appropriate county.  Following the county appeal information, is general information on how to go about the appeal process, as well as information to a lot of resources and tools available from MORE, RELATORS® that will help with the process.

  • 2019 Reassessment Year Real Property Tax Appeal Process by County. The final appeal is to the Missouri State Tax Commission (STC) and that process is the same for all counties so that process is shown below the county info)
    • St Louis County Real Property Tax Appeal Process:
      • Schedule by calling 314.615.4595 as soon as possible....a limited number of appointments are available and once they are filed, or June 7th comes, they will not schedule any more conferences.  The conferences are scheduled between 8:30 and 4:30 pm Monday through Friday at the two locations below
        • North Location - Northwest Plaza - 715 Northwest Plaza Drive, St Ann, MO  63074
      • South Locatin - 9059 Watson Road, Crestwood, MO  63126
      • The informal conference is just that, an informal meeting with a residential appraiser to discuss the reassessment on your property and your opinion of value.  You have an opportunity to share documentation you have with the appraiser to support your opinion of value.  
      • The informal conference is not mandatory on the property owners part and can be skipped if you prefer to start with the Board of Equalization (BOE).
      • Appeal forms must be filed with the BOE by July 8, 2019.  You can obtain an appeal form by calling the BOE office at 314.615.7195, stopping in a satellite office or online at the link below:
        • St Louis County Assessment Appeal Form(you will need to create an account if you don't already have one)  - This enables you to file the appeal online as well.
      • The BOE hearing will be scheduled and you will meet with a BOE hearing officer.  At this meeting you will want to share why you feel the reassessment on your property is incorrect as well as what you feel the correct value is.  You will want to have well documented, accurate and relevant information to back up your claim (see below).
        • After your hearing the BOE office will review the file, including the information you presented, and make a recommendation as to value to the Board of Equalization (BOE).  The BOE has the final word and makes the final decision on every appeal.  You will receive a notice of the BOE decision afterward.
        • You do not have to be present at your appeal and can instead submit all of your information online or by mail.
      • Informal Conference (not mandated by State law but something St Louis County offers that property owners may want to take advantage of)
      • Board of Equalization (BOE)
    • City of St Louis Real Property Tax Appeal Process:
      • Schedule by calling 314.589.6581, or sending an email to zasr@stlouis-mo.gov, as soon as possible.
        • The informal conference is just that, an informal meeting with a residential appraiser to discuss the reassessment on your property and your opinion of value.  You have an opportunity to share documentation you have with the appraiser to support your opinion of value.
        • The informal conference is not mandatory on the property owners part and can be skipped if you prefer to start with the Board of Equalization (BOE).
      • Appeal forms must be filed with the BOE by July 8, 2019.  You can obtain an appeal form in person or by writing to the Board of Equalization, Room 120, City Hall, St Louis, MO  63103.
      • The BOE hearing will be scheduled and you will meet with a BOE hearing officer.  At this meeting you will want to share why you feel the reassessment on your property is incorrect as well as what you feel the correct value is.  You will want to have well documented, accurate and relevant information to back up your claim (see below).
      • After your hearing the BOE office will review the file, including the information you presented, and make a recommendation as to value to the Board of Equalization (BOE).  The BOE has the final word and makes the final decision on every appeal.  You will receive a notice of the BOE decision afterward.
      • You do not have to be present at your appeal and can instead submit all of your information online or by mail.
      • Informal Conference (not mandated by State law but something the city of St Louis offers that property owners may want to take advantage of)
      • Board of Equalization advantage.  
    • St Charles County Real Property Tax Appeal Process:
      • Schedule by calling 636.949.7428 as soon as possible.
      • The informal conference is just that, an informal meeting with a residential appraiser to discuss the reassessment on your property and your opinion of value.  You have an opportunity to share documentation you have with the appraiser to support your opinion of value.  
      • The informal conference is not mandatory on the property owners part and can be skipped if you prefer to start with the Board of Equalization (BOE).
      • Informal Conference (not mandated by State law but something St Charles County offers that property owners may want to take advantage of)
      • Board of Equalization (BOE).  
        • Appeal forms must be filed with the BOE by July 8, 2019.  You can obtain an appeal form by calling 636.949.7560 or by downloading the form using the link below:

        • The BOE hearing will be scheduled and you will meet with a BOE hearing officer.  At this meeting you will want to share why you feel the reassessment on your property is incorrect as well as what you feel the correct value is.  You will want to have well documented, accurate and relevant information to back up your claim (see below).
        • After your hearing the BOE office will review the file, including the information you presented, and make a recommendation as to value to the Board of Equalization (BOE).  The BOE has the final word and makes the final decision on every appeal.  You will receive a notice of the BOE decision afterward.
    • Jefferson County Real Property Tax Appeal Process:
      • Board of Equalization (BOE)
        • Appeal forms must be filed with the BOE by July 8, 2019.  You can obtain an appeal form by calling 636.797.5486 or by downloading one using the link below:
          • Download Appeal Form
          • It is important to note that Jefferson County requires you prepare and include (5) copies of all documents to submit. 
        • The BOE hearing will be scheduled and you will meet with a BOE hearing officer.  At this meeting you will want to share why you feel the reassessment on your property is incorrect as well as what you feel the correct value is.  You will want to have well documented, accurate and relevant information to back up your claim (see below).
        • After your hearing the BOE office will review the file, including the information you presented, and make a recommendation as to value to the Board of Equalization (BOE).  The BOE has the final word and makes the final decision on every appeal.  You will receive a notice of the BOE decision afterward.
        • You do not have to be present at your appeal and can instead submit all of your information online or by mail.
    • Franklin County Real Property Tax Appeal Process:
      • Board of Equalization (BOE)
        • Appeal forms must be filed with the BOE by June 17, 2019 according to the Franklin County Misouri website as well as the appeal form.  The date of July 8th (the 2nd Monday in July) appears to be mandated as the deadline by state law, however, to play it safe, figure on getting your application submitted by June 17, 2019..  You can obtain an appeal form by calling 636.583.6355 or by downloading a form using the link below:
          • Download Appeal Form
        • The BOE hearing will be scheduled and you will meet with a BOE hearing officer.  At this meeting you will want to share why you feel the reassessment on your property is incorrect as well as what you feel the correct value is.  You will want to have well documented, accurate and relevant information to back up your claim (see below).
        • After your hearing the BOE office will review the file, including the information you presented, and make a recommendation as to value to the Board of Equalization (BOE).  The BOE has the final word and makes the final decision on every appeal.  You will receive a notice of the BOE decision afterward.
        • You do not have to be present at your appeal and may have someone else go on your behalf, however you wil need to complete an authorization form in advance.  You will find the authorization form with the appeal form at the link above.
  • State Tax Commission of Missouri (STC) Appeal Process
    • If you were not succesful in obtaining a satisfactory result to your property reassessment through the county, then you can appeal the BOE decision to the State Tax Commission of Missouri (STC).  That process is as follows:
      • Within 30 days of receiving the decision from the BOE, you must file your appeal form with the State Tax Commission (STC) (although the STC website indicates you have the later of 30 days after BOE decision or September 30th, however, you should figure on the earliest date to play it safe). 
      • If the property is owned in an LLC, Corporation, Partnership, Trust or anything other than an individual name, or names, then an attorney must sign the complaint on behalf of the property owner.

  • St Louis Sold Search - Allows you to find prices homes have sold for in a specific area during a given timeframe.  It also allows you to select features and criteria for the sold listings to help give you a real "apples to apples" comparison.  The data comes from the REALTOR® MLS so is the best and most accurate data available.  Because of local MLS rules, SOLD listings can only be searched for properies located within the City of St Louis, St Louis County or St Charles County.  However, don't worry, MORE, REALTORS® can give you the ability to search sold listings in other counties as well (see below).
  • MO Solds - This allows you to search sold listings in other counties, including Jefferson County, Franklin County, Lincoln County, Warren County, Washington County and many more!  Due to MLS rules, you will be required to create a free account on the site however, you will then be able to search sold listings in all the counties.
  • STL Market Charts - Allows you to create charts and data tables of home sale prices for a specific area and timeframe you select.  The data is based upon MLS data so it is the best and most accuraate data available.  This helps you establsh what median home prices (including price per foot) are for a given area.  Our agents can also create these for you for a specific subdivision, neighborhood or property type as well.
  • STL Market Report - This report shows the median price of homes sold (including per foot) for the past 12-months making it an excellent resource for establishing market value.  This particular report is for the St Louis Metro Area as a whole, but our agents can send you one for a specific city or zip code if you request it.
