The above report card is based upon a study done by ATTOM Data Solutions in August 2018 in which housing markets in 10,950 neighborhoods across the U.S. were given a grade based up six factors:  affordability, home price appreciation, school scores, crime rates, unemployment rates and property taxes.   The above list shows the grade given to the neighborhoods in the St Louis metro area that were included in the report.
